Medicaid Section 1115 Waivers are intended to provide an opportunity for states to design and implement innovative Medicaid policies and programs to better serve our country’s most vulnerable populations. Section 1115 Waivers can include reforms that go beyond just routine medical care, and include evidence-based interventions that impact social determinants and improve health and well-being.

Across the country, Section 1115 Waivers can play a powerful role either in advancing or hindering complex care efforts. As state policymakers utilize Section 1115 Waivers to set Medicaid policy, it is important for the complex care field to understand how the waiver process works to identify opportunities to engage and influence waiver content.
